How we serve

Fiscal agent

We are the financial hub of the housing arrangement. Rent goes out on time every month. A person's own income is applied first, and when that is not enough we work with the regional center to authorize the remaining balance.

Master lease holder

We can hold the lease on one or more units and sublease to people who may not yet qualify to lease on their own. This opens up housing that would otherwise be out of reach, and we carry the insurance and the vacancy risk.

Retention and crisis response

Regular tenancy check-ins, renewal of subsidies, and coordinated emergency assistance when a payment problem threatens a person's housing. The aim is to prevent homelessness or a move into an institution.

What we measure

We report to the regional center quarterly, and we use what we learn to change how we work.

Housing stability

The share of people who keep their housing for twelve months or longer.

Master lease impact

Units secured, and subsidy leveraged for every public dollar spent.

Satisfaction

Feedback gathered twice a year from the people we serve and their service coordinators.

Controls and safeguards

Every rent and lease disbursement requires dual authorization. Accounts are reconciled monthly and audited annually. Subleases follow California landlord-tenant law, liability insurance and vacancy reserves back the master lease option, and we document that no other funding source is available before requesting a regional center subsidy. Participant information is handled under HIPAA and regional center privacy policy.
